Bug#630012: kdebase-workspace-bin: Please, ship oxygen style in a separate package.

Recently the Oxygen style has been moved from kdebase-runtime to kdebase-workspace.

For the users that are not using a full kde desktop, this makes them have to either install a lot of unused packages only to be able to use the oxygen style.
