Bug#611939: Changing "Desktop Theme Details" does nothing

I was hoping to find a way to change the fugly black Panel Taskbar background in the Air theme. It has black text on dark background, hence I can't read anything.

So I went to System settings > Advanced User Settings > Desktop Theme Details > Panel background.

Changing the Panel background to any other theme (besides Air) seemingly does not result in any visible changes in appearance. Moreover, changing any of the other theme items to whatever seemingly does not result in appearance changes.
