Try:
$ aptitude clean
$ aptitude update

and then do your upgrade again. You also can also try switching to another mirror.
If you are using something like apt-cacher or approx, make sure it is working
properly.

If you keep having problems with ftp.uk.debian.org and you are sure is not
your conection, please file a bug against "mirrors".
