Running kdesu systemsettings in KRunner gives an old bug of a blank systemsettings with a "No views found" pop-up that says, "System Settings was unable to find any views, and hence has nothing to display." Running systemsettings as root in Konsole within the normal user's session only gives the following output: systemsettings(27333): KUniqueApplication: Cannot find the D-Bus session server:  "Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken." 

systemsettings(27331): KUniqueApplication: Pipe closed unexpectedly.

I had reinstalled Debian w/ KDE, restored my previous /etc and a couple files in /usr, booted up to nothing in /usr and installed again without restoring /etc or /usr. Debian prompted me to transfer my previous "KDE3" settings in an "upgrade", mistaking an almost fresh install whose only exception was the /home partition. Maybe I should just do another fresh install and format home, too.
