It looks like kweather uses konqueror (or both kweather and konqueror
use the same functionality in KDE) to get weather data from the remote
site.  If konqueror has been configured to use a caching proxy, then
kweather will be fetching cached weather reports while offline, and
possibly even while online.  It would probably be preferable to be able
to configure kweather as to if it should use the proxy.
