I have just tested this issue again, this time with KDE compiled from source (trunk). It seems to behave the same way, so inasmuch as this is a kxkb bug, it is not a Debian bug. Other possible culprits might be console-setup, xkb (one of the related packages), or even hal). Thanks, Shai.
