Bug#527121: maybe locale related problem
This error "client-error-bad-request" may be related to my non UTF8 locale und
the newer CUPS 1.3 version i use. Having a problem with my HP printer and the
HPLIP driver using non-UTF8 locale i found the following information within
the HPLIP bug-tracking system (message from Johannes Meixner):

Clients sending requests without the correct locale are refused and cupsd
returns a client-error-bad-request.
