Version 5:42 of kde introduced a suggestion of x-window-system-core.
Some information on this dependency can be found on

which was followed by a closed bug report asking for the now introduced
dependency :

That report was good until the 20040315 reply. After, the bug title is
changed to "consider SUGGESTING an xserver" while the whole thread would
more suggest a recommendation.
The only reference I found regarding the difference is in the Debian FAQ
at http://www.debian.org/doc/FAQ/ch-pkg_basics.en.html#s-depends
"Package A recommends Package B, if the package maintainer judges that
most users would not want A without also having the functionality
provided by B."
If kde really only suggests X, that means that the team judges that most
users who want kde would want it even without a local X server.

The lists.d.o thread actually talks about kde-core, not kde. That is
another thing that should be evaluated. Are people running only kde-core
(and even kdebase) less likely to want a local X server? I doubt so, and
suggest that the x-window-system-core suggestion of kde is removed in favor of a x-window-system-core recommendation of kdebase.

This was finally fixed, thanks ana. However, as this bug report shows, X was already suggested by kde (now, kde-full suggests xorg). This should be removed for cleanliness.

By the way, I agree with recommending both X and kdm from the same package. kde-minimal is, I agree, better than kde-full for that. However, kde-workspace already recommends kdm. I don't know what is best between kdebase-workspace and kde-minimal, but to finish cleaning, we should either:
a) Remove kdebase-workspace's recommendation of kdm.
b) Remove kde-minimal's recommendations and move the X recommendation to kdebase-workspace.
