Bug#540705: kde-full: icon size for Panel can't be changed - minimal size too big

Trying to get smaller icons for the panel, I tried to get a normal size
as 16 (which is still quite large for a minimal size!) in the system
settings -> icons. While for many other icons this works, for the panel
this option is not available. By changing the height of the panel I can
also get only larger icons, not small ones which I need for a (not
extremely big) laptop display. Instead, the lower part of the panel
(which is at the bottom of the screen) appears at the top of the screen.
It is also impossible to get two rows of symbols e.g. in the quick
launch with tiny symbols to save space. A selectable icon size like for
the desktop icons should be added to solve these problems; as a minimal
size at least 16 (better less!) should be allowed.
