I found a workaround here:

I had the same problem and not web shortcuts work again :-)

So, it seems to be something related to the parsing of the config file 
~/.kde/share/config/kuriikwsfilterrc when you modified the options with kde3.

My old, non working content, was:
[$Version]
update_info=kuriikwsfilter.upd:post-kde3.1/cvs

[General]
DefaultSearchEngine=google
EnableWebShortcuts=true
FavoriteSearchEngines=deb,backports,dpkg1,webster,google,google_groups,google_news,dmoz,wikipedia
KeywordDelimiter=58
