Bug#532399: kaboom: settings migration wizard starts for no reason after migration was done once

If the file exists, then I don't understand why kaboom starts... The
code in startkde is pretty clear:

if [ ! -f $HOME/.local/kaboom ]
then
        kaboom -style plastique
        RET=$?
        if [ "$RET" != "0" ]
        then
                exit $RET
        fi
fi

The first if clause makes sure not to start kaboom if the file exists,
and additionally, kaboom internally checks this again!
