I run konqueror from apt-listchanges, which means it's running as root on
when I'm running an X session as prosfilaes. When I do so, it spits out
a bunch of errors:

Error: "/var/tmp/kdecache-prosfilaes" is owned by uid 1000 instead of uid 0.
Error: "/var/tmp/kdecache-prosfilaes" is owned by uid 1000 instead of uid 0.
Error: "/var/tmp/kdecache-prosfilaes" is owned by uid 1000 instead of uid 0.
Error: "/var/tmp/kdecache-prosfilaes" is owned by uid 1000 instead of uid 0.

Which is absurd; kdecache-prosfilaes should be owned by uid 1000. Unfortunately,
it can create folders inside /var/tmp/kdecache-prosfilaes with owner root, which
interfers with other KDE programs using the kdecache. More importantly, if no
other KDE programs are running, it creates /home/prosfilaes/.ICEauthority with
user root. Afterwards, KDE programs refuse to start, saying

kdeinit: Aborting. No write access to '/home/prosfilaes/.ICEauthority'.
ERROR: KUniqueApplication: Can't setup DCOP communication.

I've given it an important severity, since it screws with other programs, but I
could argue serious. konqueror can't go around creating files with owner
root where KDE programs running as prosfilaes will trip over them.

This is a configuration problem. KDE programs you run in your current session 
as root need to determine where to store session-specific data. You can 
relieve the problem by setting KDEROOTHOME accordingly. Please see
