Bug#524350: kopete: gpg encryption support disappeared

On update to kde4, kopete no longer includes gpg encryption
support. This is a substantial downgrade that may prevent
many individuals and organizations from migrating to kde4.

Upstream still seems to support this functionality for kde4.
