Bug#523308: kde-l10n: transitional kde-i18n-xx packages required for smooth upgrades

While I haven't upgraded to KDE 4 yet, the output of
"aptitude -s full-upgrade" and "apt-get -s dist-upgrade" tells that the
existing kde-i18n-de package will _not_ be automatically replaced by
kde-l10n-de.  This means that users will be stuck with outdated
translations (and a possibly unneeded kdelibs4c2a) until they manually
investigate the situation, which is bad.

To facilitate smooth upgrades from Lenny, I propose that transitional
kde-i18n-xx packages should be created for every language that is
shipped in KDE 3.5 (and the "Conflicts:" of kde-l10n-xx against
kde-i18n-xx be versioned).
