Bug#519069: kde4: "Cover Switch" window switching effect broken

Despite having "Cover Switch" enabled in "System Settings --> Desktop -->
Desktop Effects --> All Effects" and setting "System Settings --> Desktop -->
Desktop Effects --> General --> Effect for Window switching" to "Cover Switch",
nothing happens when hitting ALT+Tab and WINDOWS+Tab just effect-less moves
through the windows.
