Bug#516130: kde keyboard layout tool does not switch language

When I enable keyboard layouts through the kde configuration tool ,
each application that is started gets the keyboard layout that was enabled when the application started (us or gr)
but then
while using that application you cannot switch between the layouts, EVEN THOUGH
the flag switches in the KDE keyboard tool. If i disable keyboard layouts i can switch/rotate between keyboard layouts
but i dont have the indicator flag of KDE keyboard tool.
