Disable Sound System in KDE Control Center. You will only lose notifications 
(which you can enable by setting another player in the advanced notification 
configuration if I remember correctly). Frankly, KDE 3 sound system called 
aRTS is crap, its development was abandoned long ago and all sane KDE3 apps  
moved away from it long ago. Check application settings and make them use 
Xine, ALSA or OSS directly.

So disable Sound System. As explained above, aRTS is not a critical part of 
KDE and even KDE 3.5 itself moved away from it as far as possible.

First of all, check if you have sound working in general with e.g. (from linux 
virtual terminal):

$ aplay /dev/urandom (install alsa-utils package).

If you don't, it is not surprising aRTS does not work and freaks out.
