I feel it would be useful for Noatun to be able to load aRts effects and equalizer
settings on a basis of per file, and per directory. For instance, given a file

	/home/foo/music/bar.ogg

Noatun could load aRts effects and equalizer settings first from

	/home/foo/music/.noatun

and then from

	/home/foo/music/bar.ogg.noatun
