Minor change caused a 50 MB package to be redownloaded basically unchanged

This update, a minor patch to phonon-xine and a change listed as "no
changes needed", caused a 50 MB download. That's excessive; wouldn't
it be much better to build these packages in such a way that a minor
code change doesn't cause a new upload for a 50 MB icon package?
