Bug#434883: kuser default and kdm default are inconsistent

kuser creates users starting at UID 500.
adduser starts at UID 1000.
kdmrc only displays users with UID of 1000 or higher.
Therefore users created with adduser will show up on the kdm login screen, but users created with kuser do NOT show up on the kdm login screen
without editing kdmrc.
Workaround is not difficult, but perhaps nontrivial for new users unfamiliar with kdm to discover the fix. Those same users are more likely to use
kuser than adduser.
