It is tested and found to be working.  During testing, I started to
suspect that a better option might be to merge the nn and nb keyboards
into a no (Norwegian) keyboard.  The keyboard layouts are fairly
similar.  The difference is around the enter key, and is more a
question on how many keys the keyboard have than a question of
language.

Looking at the three keyboards I have available, all of them matches
the nb.keyboard layout, and none -f them matches the nn.keyboard
layout.  All have ['] between [æ] and [enter].

In short, I recommend renaming nb.keyboard to no.keyboard, and remove
the nn.keyboard.
