Bug#484037: kweather: complains QSettings: failed to open file '/etc/qt3/qt_plugins_3.3rc'; unable to configur

I tried installing kweather, and installing it vi adding an applet, but
received a blank screen without the option to configure it.
When starting via the command line:
kweatherreport YPAD
I received the error:
QSettings: failed to open file '/etc/qt3/qt_plugins_3.3rc'
the file /etc/qt3/qt_plugins_3.3rc was owned by root, group root and not
readable by others. After setting chmod o+r on the file and trying
again, the prgram just silently exited.
