Bug#497184: kdm: failure to detect all changes in configuration

In /etc/init.d/kdm a grep is done to check if the user has modified the default
configuration supplied by Debian. If the use has made such a change, the user's
configuration is used, otherwise the default.
The detection is based solely on the theme and the wallpaper. However, the
user can make plenty changes to the configuation of kdm (through kcontrol
usually), that do not effect the theme or wallpaper. In that case the user is
unpleasantly surprised that his changes have not been become effective, when
kdm is restarted.
Bug #488480 also concerns the validity of this check, but finds a different
fault with it.
