Bug#493012: konqueror-nsplugins: Plugins section should always be present?

After reporting a bug on bugs.kde.org about the appearance of about:plugins in
konqueror when konqueror-nsplugins is not installed, I got this response:
The plugins section in the SETTINGS DIALOG should always exist. If not, your distributor
messed up your konqueror packages and you should file a bug against that.
In Debian the Plugins Section in the Konqueror preferences disappears when konqueror-nsplugins
is uninstalled.
