I tried installing kweather, and installing it vi adding an applet, but 
received a blank screen without the option to configure it.

When starting via the command line:

kweatherreport YPAD

I received the error:

QSettings: failed to open file '/etc/qt3/qt_plugins_3.3rc'

the file /etc/qt3/qt_plugins_3.3rc was owned by root, group root and not 
readable by others. After setting chmod o+r on the file and trying 
again, the prgram just silently exited.

Y can not reproduce this, it works fine here.

The permission of that file should be:
-rw-r--r-- 1 root root 654 2008-04-28 19:21 /etc/qt3/qt_plugins_3.3rc

Look as well if the program can create a copy of this file in your home under
.qt/
It seems something might be wrong in your filesystem.
