Bug#467093: kdebase: Changing mouse cursor does not completely apply to newly opened applications

Change the mouse cursor skin. Now you will still have the old cursor while it is over an application that has been started efore the 
change which includes Plasma and the windows decorator. The System Settings window itself is excluded.
The change should immediately apply everywhere.
