Bug#464561: ark: fails to extract .rar archive

If a .rar archive contains files which names contains 'ñ' or some other
spanish (es) characters, ark fails to extract it.
A way to reproduce this problem is:
create a text file called niño.txt
compress it
unrar works fine but if I use ark to extract fails with the next
message:
