The login manager configuration tool in KDE seems to edit an instance of kdmrc
located at /etc/kde3/kdm/kdmrc. KDM itself, however, seems to use a configuration
file located at /var/run/kdm/kdmrc. This may be intentional, but I don't know why
it would be.

yes, based on /etc/kde3/kdm/kdmrc.

why ? to add kdm customization support (you can take a look at desktop-base 
package).
