I consider it a bug in the old versions that it was only recommends. kdvi fails to do almost anything - especially viewing plain documents - without having the fonts and the kpsewitch binary installed. If you try using kdvi on a document without those things installed, you will gets lots and lots of error messages. So kdvi needs it to work.
