Bug#455251: kicker: auto-hiding panel disappears permanently

I have a panel at the bottom edge of the screen, set to auto-hide
immediately when the mouse pointer leaves it, and re-appear when the
pointer hits the bottom edge of the screen. However sometimes the
panel goes away permanently, and cannot be brought back. The kicker
process continues running though.
To bring the panel back I can use kcontrol to re-configure the hiding
behaviour, or kill and restart kicker.
This is somewhat similar to #390575 except that I have only one panel,
and I do not see the 1% size effect. The Kcontrol dialog still looks
normal.
