The notification settings for ksirc are as follows:

IRC channel event:
    Show a message in a popup window, Use a passive window that does
    not inerrupt other work.
Someone mentioned your nick on IRC:
    Show a message in a popup window, Use a passive window that does
    not inerrupt other work, Mark the taskbar entry.

None of the above actually happens. I've tried by asking others to
send me messages containing my nick. No popup messages appeared, and
the taskbar entry hasn't been marked. In other KDE applications,
notifications like these work as expected.
