How could I test that?My mouse is not unusual. It is an optical mouse so it can't actually move more than about 100 pixels per tick. I can move it off the panel for up to about 1/3 of a second and then back again and the panel will stay open.
I have tried - and here it pops up and hides with same rate - as immediate as I_could expect - and I_even have a transparant kicker with a picture behind that should be rendered.
I'm sure it is not a rendering delay. To incur such a delay, the panel would first have to decide to hide. In that case, moving the mouse into the area previously occupied by the panel would not make it reappear again. To make it reappear again I would have to move the mouse to the bottom of the screen. However, I don't have to do this. I therefore conclude that the panel doesn't even try to hide.
I have found the following kde bug that says a bit about the same issue http://bugs.kde.org/show_bug.cgi?id=116559
No, I don't recognise the symptoms described there. My panel always hides, just not immediately.
