Bug#414243: arts: First start resets Treble/Bass settings of the sound card

When I switch my machine on for the first time and login to KDE, as soon as arts starts it resets
Treble and Bass settings to the default 50/50, no matter what I've set them to before. This only
happens the first time arts is started on the machine for each reboot.
I've narrowed it down to arts because I can login to the console before logging into KDE and set the
Bass setting. Then I examine the output of "while true; do amixer get Bass >> out; ps ax >> out; sleep
1; done". Conspicuously, arts starts the second before Bass goes from (eg) 40% to 50%.
What's weird is the fact that this only happens once each time the machine is started. If I set the
Bass setting to something else, kill and restart artsd, it doesn't touch the setting. It's only when
artsd is started for the first time that it resets the Bass and Treble.
