Probably arts no depends on kde environment, I wouldn't be surprised.

When arts is running under KDE, it stores socket & other stuff 
in /home/modax/.kde/socket-<hostname>/

If you really want arts, you should be running KDE. I don't see how this bug 
is serious. arts is part of official KDE distribution and playing nice with 
other environments is not arts goal. Yes, it's a bug, but normal at best.

P.S. Btw, you really should not want to use arts. It's latency (sometimes over 
500ms-1 sec on fast CPU), occasional high CPU usage problems and other 
numerous issues make it useless for anything but notifications. Use numerous 
alternatives like alsa dmix (software mixing if multiple audio input if a 
sound card does not support this natively and default since alsa 1.0.9 where 
it's needed), xine, gstreamer etc. instead. If you want a decent sound 
server, use jack. arts is not being developed anymore and stays in KDE3 for 
the sake of backwards compatibility. KDE4 ditches arts completely.
