Well, the bug in grub has been fixed, see the linked bug report in one
of the former emails. So savedefault works now as expected.

Yet, the default /boot/grub/menu.lst in Debian has "default 0" (instead
of "default saved". So, when you select a boot entry for restart, it has
no effect, as always "default 0" is booted (which means, the first
kernel entry which is found in /boot/grub/menu.lst).
kdm should be more clever in that regard. If it notices, that "default
number" is used in /boot/grub/menu.lst, it should either display a
warning, that the user has to change that to "default saved" or not
offer to boot a different  kernel on reboot at all.
