Bug#406743: kruler: Window gets bigger on each change of orientation

On each change of window orientation, the kruler window gets bigger. This applies
both to changing the orientation by pressing the middle mouse button, by using
the right-mouse-button menu, and by using the keys "R" and "L".
Tested with twm 1:1.0.1-4 and fvwm 1:2.5.18-2.
