The settings from for controlling the mouse pointer using the keyboard
found in KControl under Peripherals -> Mouse -> Mouse Navigation are not
restored on login.

To reproduce this bug.

1, Open KControl and find the settings page mentioned above.  Check the
box "Move mouse with keyboard".
2. Apply the settings.  Note that you can now move the mouse with the
numeric pad.
3. Exit KControl.
4. Log out of KDE.
5. Log back in to KDE.
6. Note that you cannot move the mouse with the numeric pad.

Interestingly, if you open KControl, the Mouse Navigation Settings are
set (i.e. the "Mouse mouse with keyboard" box is checked) they are just
not being used by KDE.  If you toggle the check box off and then on
again, and then click "Apply" everything works as expected.

A work around is to use Ctrl-Shift-Alt-Numlock to enable keyboard
control by mouse.  However, this does not set the speed, acceleration
etc, so you will still need to open KControl to get these settings
restored.

Apologies if KControl was not the appropriate package to report this bug
against, I wasn't sure.
