This is wrong. It is increasingly common in ultra-portable laptops, e.g. the JVC Mininote XP731 (which I have), which is a rebadged Asus (hence appears in other guises), and the Dialog Flybook.
You can move the dialog by pressing Alt while clicking the left mouse button, such that the buttons below will appear.
That's how I deal with pathological cases. I was rather hoping kpackage could be improved.
