Hi! Just as aspell is needed for other importaint languages like dutch , hspell is also needed for special features of hebrew spell checking - they apparantly need a special engine. In order to work with it kdelibs-dev properly it is needed. as it is a development package, it is also easy to work around. so this is not considered a bug.
