Bug#380349: kdm won't upgrade because it needs kdebase-data < 3.5.4

Justification: breaks the whole system
The package kdebase-data was upgraded to 3.5.4-1. Depending on this a lot of
kde-packages (kdebase, kde-core, konqueror, kdm, kdenetwork) are removed on
the system. Unfortunetaly the upgrade of the removed packages are not possible,
because the 'apt-get install kdm' will give me the following message:
