I still get this bug using Unstable with kdebase-kio-plugins 4:3.5.5a.dfsg.1-2 and udev 0.103-1. It seems that selecting "safely remove" on an USB device executes "kio_media_mounthelper -s" in /usr/share/apps/konqueror/servicemenus/media_safelyremove.desktop (Exec=kio_media_mounthelper -s %u). Changing this to "kio_media_mounthelper -u" resolves the issue.
