Bug#397057: kcontrol is still empty

You need kdelibs 3.5.5a.dfsg.1-4 and kdebase 3.5.5a.dfsg.1-2 for a complete
fix for this issue. The workaround using symlink isn't needed. You must have
in /etc/xdg/menus something like:
|-- applications-merged
| `-- kde-essential.menu
| `-- kde-multimedia-music.menu
|-- debian-menu.menu -> /var/lib/menu-xdg/menus/debian-menu.menu
|-- kde-applications.menu
|-- kde-information.menu
|-- kde-screensavers.menu
`-- kde-settings.menu
run kbuildsycoca then launch kcontrol. I've done some fresh installation to
confirm that the issue is fixed and the fix seems to work as expected.
