libqt4 is released some days ago. But where is the libqt4-debug-dev package? I can't compile my qt4 sources 
in debug mode without this package.

Please see the changelog:

  * debian/control: removed libqt4-debug-dev since now that the _debug
    libs have been removed and debugging symbols are shipped in their
    place, this package is no longer needed
