we can't do that, because:
* it'll mean bloating the number of -dev packages for kde packages
(one thing that the ftpmaster won't allow to do)
* most of those -dev packages would have complex interdependencies
(in term of includes) and that upgrades would be a pain.
I tag the bug wontfix.
