Situation: completly clean /tmp directory. Also all . directories (like
..ICE-Unix .X11... etc are removed)

if kde is started as a normal user, the .ICE-Unix directory is created
as 777 with user/group of the user who started kde, but kde crashes
during start with this error

KLibrary: /usr/kde/lib/kcm_kdnssd.so: undefined symbol: init_kdnssd

after this X quites with an error.

Now if you changed the user/group of the .ICE-Unix directory to
root/root you can start kde normal again.

just explain me as a user *how* you can create a file as root:root 
in /tmp ?

this file is created by /etc/init.d/x11-common at boot time. If you 
purge your /tmp, you *HAVE TO* 'restart' that script. If you don't, 
you'll have the problems you describe, there is nothing kde can (and 
should) do about this.
