Bug#366477: kmail chooses odd character sets when replying/forwarding multi-part messages

Package: kmail
Version: 4:3.5.2-1+b1
Severity: important

Since installing kmail 3.5.2-1+b1, some email recipients have complained that my emails are sometimes inappropriately encoded in iso-8859-6 (arabic). It appears, through trial and error, that the only emails that are inappropriately encoded are replies/forwards from multi-part mime messages. Normally, these messages are ascii/html messages from Outlook.

"Set Encoding" in the Kmail dropdown menu is set to "auto". The character sets listed are in alphabetical order and iso-8859-6 is first in the list. My best guess is that the text encoding logic in kmail is not identifying a known character set, then choosing the first one in the list.

In the kmail configuration under composer->charset, the charsets include us-ascii, ios-8859-1 and utf-8.
