Akregator don't recode feedds from windows-1251 encoding and these feeds are
comletely unreadable in KOI8-R locale :-(
By example: http://www.gazeta.ru/export/rss/sport.xml or http://www.hpc.ru/exp/hpcru_news.rss
In both feeds uses (<?xml version="1.0"encoding="windows-1251"?>)
