#200008 was fixed by making konqueror recommend ksvg. I don't see why it
would be unusual to use konqueror without ksvg, so I think the proposed
fix for the bug should be adopted instead.

  this is exactly what Recommends mean (you are not forced to install
ksvg with konqueror, it's just that ksvg gives a real plus to konqueror,
meaning ability to render svg's). If you don't wan't it, don't install
it.
