Bug#357573: akode-config has to be put into -dev package

File: /usr/bin/akode-config
akode-config is used by other programs to determine the linker flags and
include paths.
So it should be put into libakode-dev together with the include
headers and devel libraries.
Otherwise you get wrong results in ./configure scripts which check for
the existence of akode-config and if found assume that the devel package
is installed (e.g. when compiling kdelibs)
