Bug#357136: libqt4-dev sould depend on libqt4-debug-dev

Well, OK, but then the correct fix would be to make qmake not link
against the debug libs by default.  Having libqt4-dev depend on
libqt4-debug-dev doesn't make any sense.

Captain Logic is not steering this tugboat.
